  • Northcentral Technical College (NTC) signed and returned to the US Department of Education the Certification and Agreement and the assurance that NTC has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

    To best administer the direct student grant portion of the CARES Act, a simplified application process was created to get funds to students as quickly as possible. The online CARES Act Emergency Student Assistance Fund Application is located within the myNTC student portal and is accessible to all registered students of the College.

    Using the application responses, NTC reviewers verify eligibility based on CARES Act specifications:

    • Students must be Title IV eligible. The College uses 2019-20 or 2020-21 FAFSA records students have on file to make a determination of Title IV eligibility.
    • Students must be enrolled in a Title IV eligible program, per the interim final rule on student eligibility for student CARES Act funding, issued from the Department of Education on June 17, 2020.
    • Students must be making Satisfactory Academic Progress.
    • Students must be enrolled in post-secondary classes.
    • Students must be enrolled in ground-based programs.
    • Students who were enrolled exclusively in an online program on March 13, 2020, the date of the President’s Proclamation, are not eligible.
    • Students enrolled in spring 2020 semester were given initial priority. Currently, NTC is awarding spring 2020 students still working to complete, as well as summer 2020 semester students.

    Using the statutory requirement within the CARES Act that funds be used to cover expenses related to the disruption of campus operations due to COVID-19, reviewers verify eligibility based on demonstrated need due to disruption of College operations.

    Students self-certify on the application that their request for CARES Act emergency student assistance funding is due to expenses related to the disruption of campus operations due to COVID-19. Eligible expenses that fall within a student’s cost of attendance include:

    • Course materials: printing of course materials due to campus closure; purchase of online access to course materials due to campus closure; purchase of tools/supplies due to campus closure; purchase of adaptive technology due to campus closure.
    • New technology for online classes: eligible expenses include home computer, monitor, cables, enhanced internet, camera, microphone, mouse, phone, etc.
    • Medical fees: eligible medical costs are any expenses related to the student’s physical or mental welfare due to campus closure.
    • Food: lack of access to Campus Café and TimberWolf Table (NTC’s student food pantry) due to campus closure.
    • Housing: change of residency due to campus closure; increased utilities usage due to campus closure.
    • Childcare: change in childcare provider due to campus closure.
    • Transportation: increased transportation costs due to campus closure.
    • An additional expense category not part of a student’s cost of attendance: other costs related to the disruption of campus operations due to COVID-19 (spring 2020 only; summer 2020 does not include this category).

    In keeping with guidance from the US Department of Education, NTC established a maximum funding threshold for each student to ensure funds are distributed as widely as possible. As a point of reference, the maximum Federal Pell Grant was used as NTC’s threshold (for the 2019-2020 academic year, $6,195).

Student Portion

Through the U.S. Department of Education’s CARES Act, Northcentral Technical College received $741,189 to provide direct relief to help qualifying students impacted by COVID-19. These emergency assistance grants will be funded 100% with U.S. Department of Education money; no College resources will be used.

Institutional Portion

NTC received a $741,188 Institution Relief grant from the US Department of Education’s Higher Education Emergency Relief Fund (HEERF) to help cover institutional expenses incurred as a direct result of the disruption of campus operations due to the COVID-19 pandemic. These funds were made available as part of the Coronavirus, Aid, Relief, and Economic Security (CARES) Act. Per the terms of the grant award, NTC is required to report how the funds are being spent on a quarterly basis. The following information serves as the College’s report.

  1. On April 22, 2020 NTC signed and returned the Certification and Agreement acknowledging the HEERF Emergency Grant funds to the US Department of Education. The College’s Grant Award Notification was issued on May 7, 2020.
  2. NTC received $741,188 in emergency grant funding for institutional uses to defray expenses incurred by the College under the CARES Act.

Strengthening Institutions Program Portion

NTC received a $73,720 Strengthening Institutions Program grant from the US Department of Education’s Higher Education Emergency Relief Fund (HEERF) to help defray expenses incurred due to the COVID-19 pandemic. These funds were made available as part of the Coronavirus, Aid, Relief, and Economic Security (CARES) Act. Per the terms of the grant award, NTC is required to report how the funds are being spent on a quarterly basis. The following information serves as the College’s report. 

  1. On May 11, 2020 NTC signed and returned the Certification and Agreement acknowledging the HEERF Emergency Relief funds to the US Department of Education. The College’s Grant Award Notification was issued on June 3, 2020.
  2. NTC received $73,720 in emergency grant funding for institutional uses to defray expenses incurred by the College under the CARES Act.
